　　The U.S. Postal Service (USPS) continues to bleed red ink. It reported a net loss of $5.6 billion for fiscal 2016, the 10th straight year its expenses have exceeded revenue. Meanwhile, it has more than $120 billion in unfunded liabilities, mostly for employee health and retirement costs. There are many bankruptcies. ④Fundamentally, the USPS is in a historic squeeze between technological change that has permanently decreased demand for its bread-and-butter product, first-class mail, and a regulatory structure that denies management the flexibility to adjust its operations to the new reality.

　　在理解方面，有些財經(jīng)方面的術(shù)語需要我們知道。比如 bleed red ink, fiscal year, unfunded liabilities，下面分別解釋。 bleed red ink, 其中red ink 字面意思不難理解，是“紅色的墨水”，但實際上是財務(wù)會計中對于虧損的一種記賬方法，如果企業(yè)在會計期間出現(xiàn)了虧損，會用紅字記賬，以示區(qū)別。因此 bleed red ink，是說USPS 賬面虧損比較嚴(yán)重。第二句It reported a net loss 也是用具體的論據(jù)來說明USPS 的虧損情況。 fiscal year 的意思為“財年”，其區(qū)別于我們?nèi)粘Ｉ钪械募o(jì)年，一年是從1月1號始，止于12月31號;從財務(wù)上講，財年是企業(yè)財務(wù)周期的意思，始于根據(jù)其在工商部門注冊成立日期累積一年，算是一個財年。unfunded liabilities,其中l(wèi)iabilities 的意思是指企業(yè)的負(fù)債，企業(yè)在設(shè)立之初需要的資金可以是來自企業(yè)所有者，也有可能是他人借出資金給企業(yè)的，雖然出資，但并不擁有企業(yè)，其只對其借出的資金有在約定時間收回并取得約定利息的權(quán)利。企業(yè)規(guī)模越大，其資金構(gòu)成中，負(fù)債的部分就越大;此外在經(jīng)營的過程中，也會出現(xiàn)負(fù)債的情況，這些負(fù)債在到期的時候需要企業(yè)有流動資金進行支付，流動資金需要企業(yè)去籌集，在本例中USPS 的負(fù)債是unfunded,意思是還沒有籌集到支付債務(wù)的資金。

　　此外，長難句也是理解的一個障礙。尤其是答案句，第四句Fundamentally, the USPS is in a historic squeeze between technological change that has permanently decreased demand for its bread-and-butter product, first-class mail, and a regulatory structure that denies management the flexibility to adjust its operations to the new reality. 其主句的部分是一個主系表結(jié)構(gòu)，比較復(fù)雜的是表語的修飾成分。其中包括一個介詞結(jié)構(gòu)between...and... 和兩個定語從句，從句① that has permanently decreased demand for its bread-and-butter product, first-class mail 和從句②that denies management the flexibility to adjust its operations to the new reality. 兩個從句表明了其所面臨的兩方面的情況，①句說明其業(yè)務(wù)量下降，②句介紹其僵化的監(jiān)管架構(gòu)限制了管理層靈活應(yīng)對變化的能力。在理解了上述兩個方面的問題后，第39題的答案就非常明顯，應(yīng)該是B。
